Invalidate cache when glibc version changes #214

When the runner version on linux changes, it can happen the glibc version changes, in some cases even downgrades. In our case, due to the rollback of actions/runner-images#10636, the glibc version of the host decreased, causing build errors with the cache: https://github.com/astral-sh/uv/actions/runs/11461229163/job/31889752536#logs. Would it be possible to also tag the cache with the runner glibc version?
