Android TV app not scaling video properly

When playing letterbox films the video scaling fill screen function does not stretch but rather crops large portions of the picture off. This is using the inbuilt exoplayer.

To Reproduce
Steps to reproduce the behavior:

1. Go to play any video with black bars
2. Click on player settings cog
3. Scroll down to video scaling and change to fill screen, it will scale correctly and stretch the picture to fill the black bars.
4. Press play video and the video will crop a large portion of the right and left side of the screen off

Expected behavior
The video should scale to stretch and fill the screen without cropping.

Additional context
Happens on all android TV devices using the exoplayer and on both a projector and TV.
If you open the same video in MX Player scaling and stretching works as expected.
