AFAICT when building with the UCX backend, the UCX bootstrap plugin is always built and installed. We're looking to have an option to skip that build, and give build instructions to the end-user to build it on their machine against their local MPI (probably want to separate out the build of the UCX bootstrap to a separate cmake file), similarly to how REALM_USE_GASNETEX_WRAPPER works for the GASNetEx backend.
