Competition announcement graphic generator

@AlyssaHope is requesting a graphic generator for the competition announcement graphics we post on Instagram (example: https://www.instagram.com/p/CvDBfiZrNrX).

This tool would require some changes on the WCA's end (or else we need to do web scrapping). See: thewca/wcif#16

This tool will likely live in a separate repo on a separate domain (or just be deployed to GitHub pages). I will transfer this issue to the other repo when ready.
