The components of the breadcrumb navigation bar are not clickable. This leaves the "Previous" button (currently situated unfortunately only at the bottom of the screen, as per issue #1047) as the only way to navigate back to a previous part of the application.

The components in the breadcrumb bar should be clickable. Even after issue #1047 is fixed and there's a Previous button available up top, a specific breadcrumb component is the most natural target to click on for someone who wants to go to that specific page.

For example, in the attached screenshot, if I want to go back to "Personal Info", why should I have to click a Previous button twice? The target is right there -- I can see it in the breadcrumb bar.
