Additional flags for countries like Scotland, Wales, etc

I was wondering whether it would be possible to add additional flags for the countries that make up the UK, i.e. Scotland, England, Wales and Northern Ireland? What about other entities like the EU, for example? If you think it is a reasonable idea what would I need to do to help to set this up?
