[Feature Request] add ability to remove Scroll To Text Fragment spam from URLs

The actual desired link in all of that gobbledygook:

But since it doesn't follow a ? as a typical parameter, I don't think I can currently block it with Neat-URL. Is there any way the addon could address this in the future?
