When I click on links on Twitter, I usually end up on a page that still has tracking parameters.
For instance, a link on Twitter:

When I follow this link with Neat URL enabled, I end up on https://www.luchtvaartnieuws.nl/nieuws/categorie/2/airlines/ryanair-zwakt-groene-claim-af-na-kritiek-toezichthouder?utm_medium=twitter . So it did remove the utm_source=dlvr.it parameter but not the utm_medium parameter.

Creating a test page with both the Twitter link and the direct URL confirms that both parameters are used with the direct link, but only one with the Twitter link.
