It seems like having one folder for each .strings files is over complicated. When you need to edit the files there is much more clicking/typing than if the files were all in the same folder.

Why not just put all the .strings files in the strings folder with names like strings.de, or en-US.strings?

Yea, as long as we only have one file per language that's true.

Makes more sense when there are more resources per language. Also it was modeled after LanguageHandler.

Sounds good to me.
