What happened?

Changelog Enforcer GitHub Actions workflow is not being triggered for pushes at the moment

What did you expect to happen?

Changelog Enforcer GitHub Actions workflow is supposed to trigger not only for PRs but for pushes too

What else do we need to know?

it's a known issue in their project, see dangoslen/changelog-enforcer#210
