Bug: Base URL ('UrlBase' in settings.json) is not working

Describe the Bug
A base URL specifies the root path that is used for resolving relative URLs within an application. For example, if you have a base URL of /streammaster, a relative URL of assets/image.png would resolve to /streammaster/assets/image.png. It is useful for those of us who like to put web GUIs behind reverse proxys at example.com/streammaster, instead of streammaster.example.com.

From the discussion on Discord, the UrlBase was apparently designed for this purpose, however it does not appear to be working.
