Update the project to use the new flat config format introduced in ESLint v9.

Unfortunately I no longer actively use this project myself and this migration seems like it's more effort than I'm able/willing to dedicate to it at this point. If someone is relying on this package still I welcome contributions in the form of MRs, or alternatively anyone is free to fork the project and maintain an updated version.
