Add publishing section and tools

We never fully implemented the ability to publish papers. We had some mocks for it in the old PHP version, but they were not functional.

I would imagine this would just create a public URL to a Word doc, or in the case of a LaTeX doc, it would compile it on the server-side for you and also provide a public URL. If there's ever enough interest, we could also handle payments to buy access to papers.
