[Feature Request] Add include_url and exclude_url for full URLs to be included/excluded

Simple change, without which, it's impossible to make known full URLs to be included or excluded. The best worst workaround for now is to put full URLs into include_url_suffix and exclude_url_suffix, respectively, but this is obviously not perfect (For example, a URL of https://goodwebsite.com/.../https://fullwebsitetobeigored.com/../ will be ignored).

Implementation of this change will allow known full good/bad URLs to be included/excluded
