Tested in safari on this branch270-featfiles-implement-drag-and-drop-to-upload-files-from-local-machine:

Create account
Go to files
Create a subfolder but do not enter into it
Now, drag and drop multiple files into the subfolder icon

Files are uploaded into parent folder instead of uploading into subfolder

retested, and atm it does not upload any files either safari or chrome when doing drag and drop to the folder without being on the folder
