Talk to Bill Schwanitz before picking up this ticket. He has done a POC with elastic search to do this feature.
Acceptance Criteria -

  1. User should be able to search service by typing it into the search box and the results will highlight locations that provide searched service.
  2. User should be able to search an agency they know to look for the service it provides.
