Add a readme for developers of this repo.

Things it should include:

Installation steps (what languages does this repo need, what other tools need to be installed)
Any build steps (what needs to be done to build the code)
Any steps to run the code locally (what commands need to be executed to run locally)
Any other troubleshooting steps
