MultiSelect/MultiSelectFiltered: Toggling is not working properly

Description
When creating a Direct Message, the toggle functionality in MultiSelectFiltered (component) is not working correctly.
Clicking the toggle button does not dismiss the list if it is already open.

Hi @thepiyush-303 I think fuselage's maintainers are planning to replace these components entirely as stated in this PR. I reported a similar issue here
