What does this PR do?

Fixes #1230 WIP

So far this PR only implements a new test to try to reproduce systematically this issue. On the regnet tests, the test fails because swap_allowed is still true even when the coordinator has no more onchain confirmed balance. This is already a behavior different to what we see in the production environments.
