As per conversation in comment, add
BLOCK_EXPLORER_PORT and BLOCK_EXPLORER_HIDDEN_SERVICE variables in order to configure the complete local explorer url.

If BLOCK_EXPLORER_URL is present, it takes precedence over other two. If it is missing then check if url ends with .onion, if yes use BLOCK_EXPLORER_HIDDEN_SERVICE else use BLOCK_EXPLORER_PORT to create final url.
