Add user impersonation feature for admins and superusers on status site.

Issue Description

The Superusers should be able to impersonate other RDS users on the status site. Upon impersonation, the Super User should have a read-only view of the status site from the perspective of the impersonated user.

Expected Behavior

Once user impersonation is enabled,superusers can view the RDS user's perspective of the status site. At the top of the page, a banner is displayed indicating that the superuser is impersonating a user. This banner includes an option to close it as well.

Current Behavior

User Impersonation is currently not available on the Status Website.
