Add User Impersonation option for Admin and Super Users on Dashboard Website

Issue Description

The Super User and Admin User should be able to impersonate other RDS users on the Dashboard Website.
Upon impersonation, the Admin/Super User should get a view of the dashboard from the impersonated users' perspective.

Expected Behavior

Once the Admin/Super User impersonates any RDS user, they will get a Dashboard view from the impersonated users' perspective.
Impersonation will only give a View Access.

Current Behavior

User Impersonation is currently not available on the Dashboard Website.

Additional Information

• Once the Super user impersonates any RDS user, they will only get View access to the impersonated users' dashboard.
• Upon logging off from the impersonated users view, the Super user will return to their own dashboard.
