feat(Instagram): enable tap to pause

Feature description

add a setting to enable tap to pause (demonstration of the behavior here: https://www.instagram.com/spark_social/reel/C9eQes5sTyV/)

Motivation

for a while, Instagram tested this feature but I'm not sure if it's available anymore. if it's still in the app source, it would be nice to expose it as an option via a patch

the benefit is better UX when viewing video content so the user has more accessible video controls (tap vs press and hold for the entire pause duration)
