[Feature]: Release rocm_smi_lib as pip package

Suggestion Description

We use rocm_smi_lib as GPU metric exporter.
https://github.com/amd/amd_smi_exporter does not seem work. And we do not like the fact that amd_smi_exporter's mixing GPU and CPU.

We'd like to have lock-steped release of rocm_smi_lib and rocm-smi, where they have the same version.
