(Safari) VoiceOver On: Tab After Click Submit do not Move to "Glance" / Stay Inside Web Page

After clicking on the Submit button for Load CSV, the next Tab will leave the web page and move to the browser's first available "tabable" element, such as the Previous Page button, pinned tab, or the Close Tab button (if the tab is not pinned). Similar issue seem to apply to the Create New Page button as well.

Above description of the issue doesn't seem to apply to arrow keys.
