replacement for the #morpheusmemoiren channel

Describe the solution you'd like
If a specific amount of user react with a ⭐ emote on a message the message will be send into a starboard channel

- amount of stars needed (configurable)
- blacklisted roles (f.e. muted role) (configurable)
- channel (configurable)
- blacklisting for channels (configurable)
- show amount of stars for a message
