The RCFs have requested an addition to the "About Pelican" page that's more of an elevator pitch for what Pelican does for users, without any mention of koolaid-type federation stuff.

After the "Pelican's goals are to..." section, let's add a "Pelican enables researchers to..." section that contains this pitch.

Discussed in UX meeting today. @jhiemstrawisc to check if other changes have accomplished this goal.
