this will be managed with the UI when we have it; for now, it can be manually kicked off

The BagIngestService handles restarting works and no additional actor/service/job is required.
In the case mentioned in #159, we can run a service targeted to fix problems occurring in the Hyrax actor stack and then launch BagIngestService.
