When you enable/disable the Notifications via browser notification popup toggle https://prnt.sc/iuWpIhgeFKn4 here. It's not working even if the enabled in browser.
Steps to Reproduce Issue:
Cleared all the cache, cookie and site data and reset the permission of the site.
Go to site and login into the site.
It will ask you the prompt to allow the notification.
Now click Allow to allow notification.
Now send the Notification from the site and user will get the Notification from OneSignal.
Now send the Notification from the site and user will not get the Notification from OneSignal and it will show the user is not subscribe here https://prnt.sc/NFUwhsYotCYW even if user is enabled the notification via https://prnt.sc/iuWpIhgeFKn4.
