Allow for Heel annotations to be displayed

This is part of a larger issue of annotations not being a formal capability in our stack, but as a "quick win," allow the user to add annotations to Heel messages into the JSON file and then be able to view it in the Achilles Heel report.

Simple method for generating the JSON file TBD; could be added as a function to Achilles R package.
