Add Seasons to Tips (backend)

As platform admins, we want to track tips earned on a seasonal basis so we can distribute tips at the end of each season and start tip balances from scratch.

AC:

1. Hardcoded seasons are added to the backend with start and end dates
2. A new query parameter is added to the Leaderboard endpoint to enable querying tips earned by Season # (ie. https://space-tip-allocator-git-main-nounspace.vercel.app/api/leaderboard?s=3)
3. If Season # is not specified in the query parameter, the total amount of tips earned by a user is returned. If Season # is specified, only the tips earned during that season are returned.
