See ethereumjs/ethereumjs-monorepo#2332.

This should be something fairly easy to do, my main concern is how to offer this functionality.

Maybe we can start with an experimental environment variable, something like _HARDHAT_ENABLE_EIP_3074. If there's enough demand, we could actually add an option in the Hardhat config.
