Dev Fee setting for NBMiner #628

can we set DEV Fee in NBminer to 0.65 instead of 1?
does it have to be full integer or can it be also partial?

would this work as 0.65%?
--fee 0.65

where in the Log can we see the dev fee or miner mining to dev wallet?
