I think a better approach would be to integrate the menubars into a HUD. Advantages:

  • compatible with sloppy focus.
  • more platform independent, won't break with a shell upgrade.
  • consistent: some apps don't even have menubars, others fail to export theirs.
  • doesn't affect shell performance, a big issue with Gnome's design.
  • allows for a more powerful UI than a tiny strip at the edge of the screen.
  • compatible with multiple monitors.
  • compatible with huge monitors.
  • doesn't require a top panel.

This is just a recommendation. I think a clickable HUD palette is a much promising area, especially after Gnome abandoned menubars.
