Ubuntu 24.04.1, apt-get update err

I followed all the instructions to install the NVIDIA Container Toolkit from the official website. But when I ran "sudo apt-get update", I GOT the following err msg:

"https://nvidia.github.io/libnvidia-container/stable/deb/amd64 InRelease
Could not handshake: Error in the pull function. [IP: 2606:50c0:8001::153 443]"

Is that the network problem? I have tried so many times, can I directly download the .deb file from other website?
The version of Ubuntu I use is 24.04.1 LTS.

Using cat /etc/apt/sources.list.d/nvidia-container-toolkit.list, I got the following msg:

deb [signed-by=/usr/share/keyrings/nvidia-container-toolkit-keyring.gpg] https://nvidia.github.io/libnvidia-container/stable/deb/$(ARCH) /
