In Zendesk #9161, a user asked

Is there a way to change the scale on the story line so it starts at 0 instead of fitting the data?

This is a reasonable request, given the frequent cautions people make about reading charts which do not start at zero.

Considerations:

should we simply allow specification of a y-index start?
or should we have "start at zero"?
what are the data validation issues?
