I AM TRYING TO INSTALL libglfw3-dev ON LINUX TO COMPILE THE LIBRARY GL/glut.h, BUT THE TERMINAL KEEPS SAYING THAT IT DOESN'T EXIST. WHAT DO I DO TO MAKE IT WORK?

Check your distro repos for a version of libglfw3. Honestly speaking, the codebase is old and may not work with newer versions of OpenGL. If you find a solution, feel free to add it or open a PR so that the maintainers can have a look. (I no longer maintain anything for this org. :) )
Also, I don't believe that asking what you should do to make something work in all caps like this counts as a good issue. Issues should be pointed at errors in the code, in cases where even after following all the instructions from the official packages, fail the execution. :) And given that this repo is almost half a decade old at this point, I would rather not yell at the cloud if I was in your place ;)
