Description

Support FeatureSever layers in pyarc2stac. The list of EIC vector datasets can be found in this spreasheet: https://docs.google.com/spreadsheets/d/1aQa1vWOV3qQTvVkKoWIc3tZkE1AeFsKfmBzKfNKmlGI/edit?gid=1781338766#gid=1781338766

Acceptance Criteria

pyarc2stac is able to create STAC collections from FeatureSever datasets
