SIP-13 (Intercept connection to Wallet)

As I Snap Developer I want to be able to do the following:

(i) Intercept the connection to the wallet
(ii) Make a call to an external API to get feedback on the domain address
(iii) If the feedback is negative pause the connection to the wallet with a suitable warning message and allow the end user to decide if they wish to proceed and connect the wallet or abandon the connection.
