Nav bar does not match design specification

What happened?

the navbar is (no longer?) semi-transparent - not sure if this was changed when we moved away from the megamenu but its at 50% w backgroud blur on Dave's design

What did you expect to happen?

nav bar should be semi-transparent(?

How can we reproduce the problem (as minimally as possible)?

check the nav bar
