# of PRs targeting attribute

This rule fails when there are still PRs targeting that branch. It would be nice to be able to add an attribute that only tries to delete once there are no PRs targeting that branch, so that deleting the branches would happen more consistently.

IIUC that's actually what would happen: when the last PR targeting this branch is merged, it will be deleted.
What's happening right now?

For us it is only sometimes being deleted. Often times it is not deleted and the PR targeting is not switched over.
