Publish and Deprecate Extensions at Open VSX

This repo contains:

A CI script for publishing open-source VS Code extensions to open-vsx.org.
extensions.json file specifying which extensions get auto-published to open-vsx.org.
extension-control/extensions.json file indicating malicious and deprecated extensions.
