Add NBT/structure support.

Currently I'm trying my best to write a python script to convert a structure block's output to a compatible json. But it would be significantly easier if structure blocks were supported by default. There would be less need for a palette.

If a palette is still desired, then a provided conversion tool would be nice.

Also, how is nbt data attached to the blocks in the palette? Can it be any nbt data or only certain data points?

Lost Cities doesn't use structures in any way and changing that is impossible. The structure system is too limited to do what Lost Cities wants to do

That said, a tool to convert a structure to something compatible with Lost Cities would be nice
