How to set the dimensions for each breakpoint?

How to set the dimensions for each breakpoint? Ok i think i understand it that it creates the max size for each break point.....BUT i prefer that the browser rescales a specific size.

I need the browser to rescale the same 200px thumb whether at 480px or 768px
