Repeat file of letter: needs reviewed and one deleted

Both of these files exist, but they are the same letter. They need to be reviewed side by side to make sure we don't delete one if it is more revised/complete.

@mlhale7 @hilaryhavens can you let me know what is the easiest way to do this? (I'm guessing there's something I can use to compare the files side by side)

I'll quickly suggest looking at these files using a diff checker (something like https://www.diffchecker.com/). I hesitated on responding as I was unsure if these were copies of letters (let me know if so!).
