currently it opens a custom minemenu screen (if minemenufabric is present), but

It should always do this and not only if some mod is present
MineMenuFabric is discontinued, and while it does still work for 1.16 / 1.17, it will probably not receive any updates

shift clicking the cycle terminal button should also open this screen
