Submit button gets disabled on Refreshing

Service : Billy
Order service
Select "Net Management " In Type 1
Type 2 is auto-refreshed .
Click on second Refresh button( Type 2 refresh button)
Submit button is disabled.

This is odd...for me it's just a visual bug. If you click on the button, it becomes active again, and then you can submit. Not sure what to make of this right now but I can look into it after more pressing issues.
