Growth powder issues

Describe problem (what you were doing / what happened):
Growth powder and mutating powder are not stackable, growth powder turns dirt blocks into grass (not grass blocks) and mutated flowers make the stone breaking sound when broken.

This has already been an issue for 1.18, however most pkayers still play on 1.12/1.16 so probably quite important
