指的是，只要有一个存储或者数个存储状态缺少文件数量等于0，但其他存储的缺少文件数量不等于0，则边服务边下载
当然，如果不考虑设计这个方案，也没啥，主要是方便添加新的空存储

这种方法还能配合weight参数等于-1 就是为某个存储设置仅下载
