Describe the feature request

I would like to be able to create additional non-privileged users in system so that grant access via SSH.

To Reproduce

At the moment there is no way to add additional users.

Hardware Platform: RPi3

Additional context

I want to share access via SSH to other users but I don't want to give them root access.
